Oops, you are right, the actual patch that I merged is at

http://sage.math.washington.edu/home/mabshoff/release-cycles-3.2.2/alpha1/trac_4719_bin.patch

I did increase the time delay for each check since 0.1s seems a little
faster than I thought as needed, but I did not update the patch in
trac.
