Any time you make a proposal you will get responses that skew negative because the people who don't mind or don't care one way or the other don't respond. So let me take the time to say that it's a fine idea. If we are polite and communicative, no one should be offended, and removing the things that can't be worked on from the PR list will make it easier to work on the things that can. Most projects do this to some extent.
