In light of this, I would like to propose to change the policy proposal to 
an automatic system that draws more attention to the PR, with the hope that 
new people bring new input and ideas, which then resolves the conflict in a 
natural way. 


The proposal already promotes more discussion by inviting more people to 
the PR, which provides more convenient place for discussion than the 
mailing list. It intends to stop non-productive discussion in dead-lock 
state.

working on, and that are bound to step on toes of others.


I agree. But the general direction would not resolve specific disputed PRs 
unless a dictator interprets the general direction for them.
