I propose that major additions or changes to the wiki page are first discussed here on the mailing list so that we don't end in a edit war. It looks to me that proposal 1 and proposal 2 in practice would probably end up with pretty much the same effect for most of the time I don't think so; I think there is an effective difference of about 6–9 months.
