Can your single user see those tickets in the RT web interface? This ensures that the rights are configured correctly.
It's possible that RT might not be sending mail because it identifies that user as the user creating the ticket, and by default, RT doesn't email a user about their own actions. You can go to the Mail section of the Preferences page for that user and set "Outgoing Mail" to Yes to be sure. If all else fails, consider activating RT's debug logging and see what gets generated.
