Maybe the rule of thumb could be based on "what's more common, the section
having content or not". For FILES, it's more common to be empty, so no point in
having it everywhere. OTOH, for OPTIONS and ARGUMENTS, they're more commonly
populated, so documenting the fact that they're not taken makes sense?
