It's a bit inconsistent of course - for some sections we have explicit notes to
remove if not relevant etc (eg FILES), but nothing for OPTIONS and ARGUMENTS.
*If* we use this for arguments, then equally a program not taking any options
at all might be considered exceptional - rpmsort would classify for that
actually.
