Sorry for the large number of comments -- but generally I've become
concerned lately that the number of configuration parameters makes the
scheduler code really hard to use / understand / troubleshoot, and also that
many of the tests around this stuff are very hard to understand. I think some
small changes will help this commit avoid contributing to these problems!
