I think putting these in the IANA considerations section is a good
idea, but I disagree that it is the same as registering them as a
registration must point to a stable reference of the extension.

[PK] Stable reference is in the registry itself - this is where the identifiers come from.

On a side note - forbidding registration will also block the original authors from registering them to make their registration compliant. A bit of paradox.
