All the files in /usr/lib/rpm on my 7.1 system (with rpm4) have world r-x permissions. Set all the files to have at least this permission.
Then, as root, ftp down a fresh copy of the rpm rpm and # rpm -ivh rpm*.rpm --replacepkgs and this will hopefully get rpm freshly installed with the proper permissions. It should recreate that directory but leave the rpm database intact.
