Sounds like a lilo issue to me but I am no expert.  I would try passing the
debug option from the command line and see what, if any, additional logging
occurs.  From /usr/doc/lilo*/README on my 6.2 box (admittedly probably not
the same version as comes with RH7 but who knows):

 debug  enables more verbose console logging.
