I think you mis-read.

It isn't being developed without a kernel, it just doesn't have a kernel
yet.

It doesn't run yet.

It will have a kernel before it runs.  The quoted objections were, in part,
that it didn't have a kernel yet and that it really SHOULD by this point, if
it were being taken seriously by it's developers.

(I'm not agreeing or disagreeing with the objection, just passing it along,
and also I'm interpreting here, so it could even be that I'm misrepresenting
the quoted individual's viewpoint.)


It could have any filesystem they like, it wouldn't have to be minix-based
necessarily.

It's likely it'll be derivative of some Unix-type filesystem, simply based
on who's doing it, but it doesn't have to be.

Linux's filesystem would be a good choice, but not the only choice.  It
might be a politically bad one, too.

NTFS would be a colorful choice.  :-)
