No, not X. As soon as Linux finishes booting you have a number (I
think you can configure this, in /etc/login.defs or some such) of
virtual consoles, each of which will allow you to login as
(potentially) a different user.
As has been mentioned you get to console n by Alt-Fn. The default
number, IIRC, is 6. When you start X it occupies "console" 7. And you
can get back to the others from X by Control-Alt-Fn...(So if your X
locks up you can always get to a console and kill it).
