Kernel runs in kernel mode and has privileges. Compilation runs in
userspace and usually under unprivileged user that cannot touch or
detect hardware ...

(But that doesn't mean that there are no ways how to achieve it, just
not an easy and straightforward one... and I think this is a bit
offtopic here, should be consulted on linux kernel mailing list)
