I have used webmin to configure systems. And if you are into weird and
wonderfull experiances you can configure it using lynx in character mode.
It is a bit cluttered but is useable.

Text terminals are not dead. I have just spent the last 4 months
converting terminal applications from SCO to Linux for a customer that is
still selling wyse60 terminals to customers. There are lots of places
where there is no room to put a mouse and many data entry applications run
much faster in text mode with no GUI to get in the way.
