I think, if you reread the message, you will see the term described the 
install program, nothing more.

That will install everything in sight. Few people would wish to do that.

rpm --freshen *.rpm
may work; I've not tested it on a version upgrde, but it worked well on 
XFree, gnome, kde etc.
