I hope y’all can keep a secret: I admit I have been getting away without partitioning due to ignorance on the part of the local inspectors. I do try to follow the letter of the code, but I have not seen the safety hazard presented by not partitioning. Does anyone know why this requirement might make sense? However when I am called on it, I sleeve the PV conductors in some appropriately sized NMLT inside of the gutter. We have also run bonded EMT inside of a gutter in the past to meet separation requirements. The nice thing about this plan is crossing types of conductors inside the gutter is not the huge issue I imagine it could be. If you desire 100% coverage you size the NMLT to slip inside of the conduit entering the gutter for a short distance. Alternatively, we thread a rigid coupler on the inside of the fitting that enters your gutter and thread up an NMLT or other appropriate conduit connector onto that coupling inside of the gutter. Seems one of these methods should make your inspector happy and require minimal fabrication. See photo below for an example: I hope there is something here that helps you out.
