In Texas, for the Oncor Energy TDSP (transmission & distribution service provider) interconnection agreement, an outside disconnect* is required. If a PV installation is submitted to Oncor for a rebate, they also require the inclusion of PV REC (renewable energy credit) meter, but do not require it to be located outdoors, or in close proximity to their own revenue meter. The meter must be one listed on the CEC approved list.

   /* Oncor's interconnection requirements specify a manual disconnect
   device. The disconnect must have a visual break that is appropriate
   to the voltage level, be accessible to utility personnel, and
   capable of being locked in the open position. Oncor requests that
   this visible AC disconnect be located on an exterior wall and within
   ten feet of the Oncor meter. If your visible AC disconnect is more
   than ten feet from the Oncor meter, then Oncor will request a site
   directory placard be installed on customer equipment beside the
   Oncor meter or where there is only an Oncor meter then on the Oncor
   meter base indicating the location of the visible AC disconnect./

Oncor does not require a disconnect on both sides of the PV REC meter, but your inspecting AHJ might.

I believe this is only a utility requirement, not a code requirement. This seems to be unneeded redundancy, because the inverter side will shut down, once the line side is deenergized.
