BZ might be able to encapsulate a controller. AEE would be my best guess for a "special" controller from Specialty Concepts. It would have to be "special" ordered, I'm sure. A long shot might be to try a golf cart supply that sells PV kits, like http://www.cruisecarinc.com/solar-energy.htm
