Here's a ready-made option for quick locking that would be loads easier 
than getting a new fork built: A cafe lock like the one they sell over at 
Velo-Orange.

Only $25. It's definitely a "low security" lock and would do about the same 
job that the locking fork would do, but can easily be installed on most 
bikes. And if you use it in conjunction with a U-Lock for the front wheel 
and frame, you've got a pretty good locking system.
