I have a locking fork on my Raleigh Superbe, and I trust it anywhere I would trust a light lock. With the fork locked in a turned position, the only way to steal the bike would be to lift it and either run down the street with it or toss it into a vehicle, either of which would attract a lot of attention. It's also super-convenient--nothing to carry but a small key.
If someone is bound and determined to steal your bike, they'll steal it. I wouldn't park in New York City with just the fork lock, but then I don't think I would park *any* bike outside or unwatched there. P.S. When I found my Raleigh at a local yard sale, the keys were of course long gone. I tracked down a local locksmith who came out, looked at the lock, tried a few spare keys he had in his mobile locksmith shop, and then filed a replacement by hand. I don't know how he knew the correct combination of hills and valleys on the key, but it still works perfectly.
