I think lights are great - much more important for safety than anything else. My hierarchy, based on zero science is:
1. High quality dynamo driven lights on all the time - daytime running lights during the day, focused Euro-style beam at night. Steady, non-blinking. 2. Blinking lights. 3. Reflectors. 4. Nothing.
