I don't think the A23 is an official offering that they (Velocity) are planning to stock. Longleaf (and now Boulder, evidently) special ordered a batch. I assume there's a minimum number needed to make that happen.
FWIW, I also have some more recent Synergy rims that are very true to size and nicely made. Came from the U.S. plant, though whether that's why they're better or it's just that Velocity retooled in response to undersized rim complaints is an open question...
