I use a saddlebag on the bars, with the seat post strap around the canti hanger and headset. It works. You might also hard-mount a bag of some kind to your bars, using a handlebar mount for a bottle cage. http://problemsolversbike.com/blog/comments/convert_a_seat_bag_to_handlebar_bag_in_10_minutes (I bought the bag in a pre-hacked condition - now I need to make another one)
