Not sure i can size based on that info, i think as a MTB it would be fine, but 
keep in mind that C&O/Gap is just a bike-path.  There's very little climbing 
(almost none) and the roughest section is on the C&O where it's just rutted out 
from rain.  Therefore a more upright riding position is more beneficial that a 
hunched over one, so if you get a MTB, save some time to work on the seating 
position on the frame and focus on comfort over manuevarability.  Remember you 
are talking about a lot of miles in a day, of course if he's young he may be 
able to tough it out.

Otherwise i think a Rockhopper if it fits will work out fine, plenty of tire 
volume.  Might be short of carrying capacity, but if you have 3-4 bikes you can 
spread out the luggage if neccessarry.
