The main thing I can help with is our experience "up sizing" a bike that's 
too small via Riv handlebars (either Bosco or Albatross). My wife is on a 
too small Trek until we can get her a Riv that fits, and she loves her 
Bosco bars. While I was waiting on my Riv, I used Albatross bars on the 
same bike. THey really make a world of difference.

My wife's PBH is 83 cm and the Trek is 18-19" MTB. She could go a lot 
bigger, so I'd imagine 19" would work well even for a shorter PBH?
