I agree with Seth. I don't feel like shellac over cloth feels crusty at
all. Especially with multiple coats. Then it just has a great smooth feel
which I really like.

If you take the tape off after shellacking you'll notice that only half of
the tape gets covered because of the way the tape overlaps as it is
installed. The shellacked part won't stretch like the non-shellacked part
so reusing it can be tricky.  However, I successfully reused some on a
kickstand where I wasn't very concerned about the aesthetics.
