the reason i suspect is that in this video, you can see mark use clamps because the bosses are a little too high. i have an older campee front with the same slots, i am able to use the bosses on my hillborne, but the rack is not quite as level as it should be (i have it tilted back a bit to meet the bosses). on my hillborne those bosses were perfect for a nitto mini front.
