There are no freewheels smaller than 15 teeth and even those are hard to find....you may need to up your chain rings or go with a fixed gear but then you will need a perfect chain line and some form of attachment to the pedals to be safe. I'd just switch to a 39x42 chain ring set up or more, if you've the legs for higher gearing. Hopefully you saved some extra chain links!
