In this state, IIRC it is legal to pass on the right (curb side) if there is a bike lane or a shoulder. It is technically not legal to pass on the right in the traffic lane, although bicyclists do this all the time at stop lights and the police do not hassle them. Otherwise, because bicyclists are vehicles under the law, passing on a bike is the same as any other vehicle.
