A couple of suggestions. Go to Park Tool and review the procedure on
how to remove and install tubes and tires:

If you think you're doing it properly, then you may want to look into
getting a VAR tire lever to use on those "tight" tires:

I've been using the VAR tool for at least 15 years and NEVER had a
problem mounting tubes. I've used it on all types of tires from 700x18
to 700x35. Good Luck!
