A couple of suggestions. Go to Park Tool and review the procedure on how to remove and install tubes and tires: http://www.parktool.com/blog/repair-help/tire-and-tube-removal-and-installaton If you think you're doing it properly, then you may want to look into getting a VAR tire lever to use on those "tight" tires: http://randonneurextra.blogspot.com/2009/02/making-life-easier-var-tire-lever.html I've been using the VAR tool for at least 15 years and NEVER had a problem mounting tubes.
