I've not mounted a tail light on plastic, but Rick Risemberg has for many, many miles of rough LA streets with no problems, as he latterly announced. But he uses a fender with metal/plastic sandwich construction, not mere plastic.
As for wiring: I have a dyno rear light on the Motobecane and simply mounted it more or less on the sides of the tubes, running along the down tube *over* the bb and along the chainstay. For my next rear light wiring project, I may try thin wires inside some sort of tubing, say the SW's ubiquitous swamp cooler tubing -- even comes in copper beside the usual plastic! Note that SKS fenders, *I think*, are designed to conduct the electricity to the rear light sans wires. No front racks for me; I use the brake pivot bolt or (on the disk-equipped Fargo) bolt it to the crown -- the Fargo has a nice threaded attachment point at the crown's forward face.
