As someone stated, the best way to get a lugged steel tandem is to do what Grant did and purchase one from Mercian. Mercian makes great frames and the one they made for Grant is a beauty! Locally, at here in the SF Bay Area, one excellent tandem builder is Bernie Mikkelsen: http://www.mikkelsenframes.com/ Supposedly, Bernie was a consultant to Craig Calfee who makes the world's lightest carbon (6lb frame!) and bamboo tandems.
