A front fender that is pushed up squarely against the fork crown is going to drag first on the front, since the fork offset effectively moves the wheel forward, misaligning it with the fender. What you need to do is bend the front of the fender up, creating a slight divet in the fender at the crown. See VO fender installation instructions for more info.
