Hello Patrick .... Look ... I don't know you ... or what you're
looking for in way of ride or tires ..... but I think wider tires will
help .

I ride the Bombadil on the road with 700x45mm tires, 42.25mm actual.
I have some pretty poorly patch paved roads I ride on. These roads
were heck on my road bike with 34mm wide tires. Rideable, sure ....
but just no fun as it was too jarring for me. As far as speed
goes ..... I can't say I notice any difference. Maybe there is ....
but I don't use any sort of electronic device on my bike , so It's
just not important.

Handlingwise, I don't know if it will help. If you just want to try a
wider tire without much investment, I'd suggest the Kenda Kwick Roller
EZ tire. I got some of these from Nashbar in the 45mm width, but they
also make them in a 40, which would be around 38mm actual.
http://www.nashbar.com/bikes//Product_10053_10052_158175_-1___ $10
per tire. Don't let the price fool you, these are not low end tires.
Kevlar bead, very supple.
