If its Fedex then the tariff payment is requested later. DHL collects it 
before they will even deliver. Not sure how USPS or EPS does it. Some 
people have said that they never got billed from Fedex but that has not 
been the case for me or anyone I know. I order stuff pretty regularly from 
Europe and Japan.
