Since you have time, set up an eBay repeat search for Simplex
Retrofriction.  NOS and good condition used come up fairly often.
They work better than Silver and look better IMO.  I have them on
three bikes.

White Industry BB is very nice and rolls very smooth.  Priced between
the VO and Phil.  Does not come in a lot of lengths.  If length
matches your needs, I would go with the White.

I have been thinking about a new Hilsen.  As I am really into the
RacerMs, been wondering whether Riv would agree and how much if so to
a braze on option.  As good as the center pull Pauls are, the braze
ons are that much better.

To add to your saddle dilemma, the new Brooks Colt looks cool and the
design and materials may be right for the build you are thinking.

An 11 is a real low gear.  Unless you are a real strong rider, I think
12 or even 13 makes more sense.  No need to have something you rarely
use.

I tried the Randonneur bars for  tour and riding around a couple of
months and could never get used to them.  They are surprisingly hard
to tap -  the wacky curve.  Least ways for this mechanically
disinclined ride.  I am not a fan of Mustache at all, but note many
swear by them.  I would go either Noodle, Dream or Albatross if you
want upright.

You cannot go wrong with Nitto racks, but should at least check out
the Tubus Vega.  Tubus offers a spring clamp option.  It comes in
handy in so many ways.  On a minimalist build bike you can clamp onto
small loads and not find yourself wising you had a bag much of the
time.

I love the White platform/Gordon clip combo.  I think the pedals are
also fine for touring and should do well for club riding as well.
