Hey Dan - You may want to check out the Soma Oxford. A little shorter than the Billie I believe. I run it on my 61cm Surly Crosscheck. I'm a tall wind catcher but find the bars super comfortable for upright riding. Very stable. My knees don't hit and I have a 93.5 PBH, but I don't know what your TT or stem measure. Good luck.
