Yes, Steve, a few are.  But most are actually cleared and graded at least once 
per season and are wide enough to get a loaded pumper into the area.  They also 
cut in turn abouts every so often.  Many are ridge roads, too, as that is the 
optimum place to stand against a wildfire. The logging roads are also graded 
when the operation is working. After they have cut the harvest, some of those 
roads fall into jeep tracks.  The forest service is pretty diligent about 
keeping its roads graded and ready to go.

Here in Northern Virginia we have gravel roads.  I get the impression
"fire roads" are closer to what we would call "jeep tracks" or "double
track" than actual roads.
