I'd agree with Patrick about the SQR system. I have it in use with three 
bags and as many bikes. 
Works on 700c wheeled bikes and on my 20" wheel Bike Friday.
 
As it has no connection to the saddle, the exposed length of saddle rail is 
irrelevant. 

You do have to have about 4" of exposed seat post to mount the "block" that 
it uses. When the bag is removed the black plastic block is all that 
remains, with no rack attached to the bike.

What are the downward pointing bits at the beginning of the platform? 
Aids/anchors for strapping things to the rack?
