Here's a non-Rivendellian solution: a dropper seatpost. They're popular with MTB types in order to lower the seat while aggressively riding (in the standing position) and quickly raise it back once you want to sit down.
You could lower the seat before you stop, and raise it again when you start going. However, they aren't cheap. They're kind of a pain to set up (routing the control cable). And the smallest size is 27.2 (26.8 and you're out of luck). I put a KS Lev dropper on my new MTB build (steel frame All-City Electric Queen, modern components) and I'm still getting the hang of when to use it (and why). But I agree wholeheartedly with Grant et al that proper (read, high) saddle height is very important. I've tried to sit and ride after dropping the saddle an inch or so, and pedaling just feels so wrong.
