Strength.  While I imagine the incidences of snapping an aluminum
handlebar - or carbon for that matter - are few and far between, it
can happen.  The force necessary to snap a steel handlebar would be
incredible.

Oxidation would be an issue, but if managed well, aged steel has a
patina that is different from, an arguably better looking than
aluminum.
