My PBH is 91 cm (I am 6'4") and I ride a 63.5 comfortably. With your PBH, a 64-65 cm frame from Rivendell would be fine, thanks to the low BBs and relatively laid-back seat tube. An inch of clearance is all that's necessary (and really, not even that. It's rare to suddenly have to straddle a bike flat-footed- almost always we only put one foot down and the bike is leaned to the side, lowering the top tube).
Back in the old days (ca. 1973) when I got my Schwinn Continental, the very sophisticated sizing method was to straddle bikes and buy the one with about an inch clearance. This was still the practice when I worked in bike shops (1978-84); mountain bikes maybe 2" of clearance since we had started selling Mongoose MTBs by the end of my shop career. Afterwards sizing practices changed as the Euro pro race bike became the basic pattern for "road" bikes and 60 cm became the largest size many bike manufacturers offered (with the same length chain stays as the 52s...). This was reinforced by the sizing practices of MTBs, to a large degree started by Charlie Cunningham with his sloping aluminum frames and giant seat posts.
