Interesting. I'm a bit stumped as to why you can move the FD by hand but not at the shifter. If nothing else suggested already works first, I have one last suggestion, pretty much the same as my previous.
If you have more than a few mm of clearance between your chainstay and your granny ring, AND between the crank and the chainstay at the pedal eye, you might try a 107-110 mm BB. To quote the Riv site (bolding is Riv's), *"On road bikes with straight (normal) chain stays, mount it on a* *107-110mm square taper BB (JIS)*. If your bike has bowed-out chain stays like most mountain bikes, it might need a 113mm." https://www.rivbike.com/products/sugino-xd2-crank-triple-46x36x24 Dunno if you've spread the rear droupouts or not, but maybe even with a 107 you won't have chainstay clearance issues.
