Hmm, when I worked in a shop "long" ago prepping a new frame was standard practice. One of those "duh's" . Prep meant chasing/reaming/facing everything that could be done. It appears this is not done so much these days. Always ask and request it to be done because unless noted beforehand it's likely not done or just partially.
