I essentially have the same challenge with the small and large trunk sacks. I use a small bungee to secure it to the rack in addition to the snaps because washboard and rocks have a way of shaking those puppies off. I imagine the issue is more frequent with the slicksack because volume grows exponentially to outer dimensions, so the torque on the straps does as well.
The fix I've seen that makes sense to me is those metal turn locks: http://www.buckleguy.com/locks-and-closures/ but I've not implemented it.
