That basket/box is pretty cool. I like bamboo products, and they are generally Riv-approved as well! It should adapt fine to the bike. It looks like his Clem has 20mm of spacers <https://www.flickr.com/photos/daytondogg/23145723133/lightbox/>, so the box _should_ fit on there okay. The 650B tires should be large enough that the radius will be around 10mm of the 700C bike the box was designed around. Might have to tilt it fore/aft to adjust it level. Stays look rather slim for carrying much weight, so don't go crazy at Costco.
