I wouldn't worry too much about the 45 CLEM being "smaller"..I think you're 
reacting to the number more than the actual bike. I run a 70ish saddle height, 
and my 45 is borderline too big for me with anything but pull-back bars. I 
recently swapped in butterfly "trekking" bars, and had to put a much shorter 
stem on to make it work. My advice would be to ignore the seattube measurement; 
focus on whatever toptube works for the bars you want to use; and enjoy the 
standover clearance.
