Branching off what Ted said, it's definitely custom as I relate to the progression of Riv-labeled frames, with Joe Starck being the period when they no longer offered standard models like Road, LongLow and A/R. Do you have a Joe Bell paint job? You'll see a "B" decal on the chainstay if it hasn't worn off.
