Just a guess, but maybe the bolt is stripped, or just really dry? I know when my seat post was slipping down, I removed the bolt and was surprised to find a few threads had been stripped and it was really dry. I replaced the bolt, applied a bit of Phil grease and was able to tighten the bolt quite a bit more without feeling like I was ham-fisting it. Beyond that, hard to say. That post is very similar to the lowly Kalloy I have, and it's only slipped on me once after I crashed and the bike flipped upside down, landing on the saddle. I wonder if a complete dis-assembly of the post, cleaning the sliding contact surface (maybe it somehow got some grease in there? No idea how that'd happen but worth looking at), and inspecting the bolt would be a good start.
